Senators Rand Paul, John McCain, and Susan Collins make three Republican ‘no’ votes on the last-ditch effort to “repeal and replace” Obamacare. Republicans can only afford to lose two votes, so as long as these three maintain their presently expressed positions and as long as Democrats remain united in opposition, the bill is doomed.[4]
