I guess this didn’t take very long. After deciding I needed to pay attention to illiberalism as a wider ecosystem including Europe, I’m now taking it global. There just isn’t any coherence to the limited scope.

An earlier report had suggested that polls, a bogus non-methodology, showed the race between John Fetterman and Mehmet Oz for a Pennsylvania U.S. Senate seat tightening.[1] Naturally, this provokes a certain angst: Even if, thanks to the still prevalent neoliberalism of Barack Obama and Hillary Clinton, I’ll never vote for a Democrat again, I certainly don’t want the white Christian nationalists to win.

The Pittsburgh Post-Gazette digs into more recent numbers more deeply, and yes, it appears the race is tightening.[2] But this is a “yes, but,” not a “yes.”

The Post-Gazette report suggests—as I have suspected—that a plurality of independents support Fetterman. Oz seems to be improving his support only among Republicans, which suggests that there is a cap to his support.[3]

My expectation has been that independents are more likely to care about abortion rights and a lot less likely to buy into Donald Trump’s “Stop The Steal” bullshit. As I write this, it strikes me also that they are more likely to be concerned about the competitive authoritarian regime project: When they swing their votes, they’re going to want that swing to count. (These effects, of course, will be limited to the extent that independents are actually paying attention.)

In the yard sign race (an even more bogus methodology[4]), I am seeing a few more signs for Oz and Republican Pennsylvania gubernatorial candidate Doug Mastriano, usually right next to each other. Where there are signs supporting only one of the Republican candidates, they are for Oz, suggesting that Mastriano is failing to attract even all the support that Oz is winning.

Mastriano’s record[5] probably limits his appeal beyond his base anyway but he’s only campaigning for the folks—in the typology of my dissertation,[6] paleoconservatives and social conservatives—who would vote for him anyway,[7] really a mere subset even of white Christian nationalism.

It’s hard for me to see why I should change my earlier expectation that Mastriano and Oz will lose[8] based on this.

Regime change? Nuclear strike? What next in Russia?

A report in the Washington Post makes the reaction in Russia to Vladimir Putin’s not-so-partial mobilization seem even more extreme today[1] than yesterday and before.[2] It surely has not escaped the Kremlin’s notice, either of Putin or of his underlings. If any of the latter are ambitious, I think we now have enough smoke to say there’s a fire, and yes, I’m wondering if a coup of some sort might be in the offing.

It’s worth reviewing my update of April 20:

A coup[3] or popular uprising[4] remain wildly improbable.[5] The sense I have is that those expressing doubts, privately, for fear of repercussions,[6] are not among the hard-liners Vladimir Putin has surrounded himself with.[7] They are not in a position to seize power.

Almost eight weeks after Vladimir Putin sent troops into Ukraine, with military losses mounting and Russia facing unprecedented international isolation, a small but growing number of senior Kremlin insiders are quietly questioning his decision to go to war. . . .

So far, these people see no chance the Russian president will change course and no prospect of any challenge to him at home. More and more reliant on a narrowing circle of hardline advisers, Putin has dismissed attempts by other officials to warn him of the crippling economic and political cost, they said.

Some said they increasingly share the fear voiced by U.S. intelligence officials that Putin could turn to a limited use of nuclear weapons if faced with failure in a campaign he views as his historic mission. . . .

The president remains confident that the public is behind him, with Russians ready to endure years of sacrifice for his vision of national greatness, they said. With the help of tough capital controls, the ruble has recovered most of its initial losses and while inflation has spiked, economic disruption remains relatively limited so far.[8]

The Bloomberg article[9] seems to me a little inconsistent. If we speak of a “historic mission,” can this be limited to Ukraine, let alone the Donbas region? Yet, we speak of the Donbas now as if it alone is Putin’s goal. Count me very much among skeptics who doubt this is the case.[10]

The situation on the ground has changed since then but I am less sure about how much it has changed inside the Kremlin walls. But there is this.[11] I’m thinking we may have an answer soon. It might not be a final answer but it will be an answer.

I’m not sure Thomas Edsall has it quite right, but his article[1] suggests that what I identified in my dissertation as authoritarian populism, which I thought to be Donald Trump’s original base, and with its definition of ‘liberal’ as everything they’re against[2] is somehow the illiberal unifying force that now renders conservatism largely monolithic.[3]

Edsall cites a paper by Marlene Laruelle which, in his quotation, describes illiberalism as “to some degree coherent; it represents a backlash against today’s liberalism in all its varied scripts — political, economic, cultural, geopolitical, civilizational.”[4] I disagree that this is in any way “coherent.” Simply being against something does not make for a coherent ideology and what Edsall describes, citing numerous sources, remains overwhelmingly about what illiberals are against. About the only thing they are clearly for is religion, principally Christianity with a patronizing nod to other faiths.[5]

Edsall’s view[6] leaves me with a rather glaring question in that he fails to explain how seven disparate tendencies, many with their own intellectual (such as they are) traditions, that I identified in my dissertation,[7] have somehow unified under an anti-intellectual incoherent authoritarian populism that Edsall calls illiberalism,[8] a term appropriate in the international context, and what I have labeled white Christian nationalism, a term appropriate in the U.S., Hungary, and Russia.[9] Still, to the extent he’s right, I feel some vindication: My initial assessment of Trump as authoritarian populist[10] seems wholly consistent with what I see here.[11]

But if this is indeed a correct view—and I certainly cannot say that it is wrong—then this monolith will surely be unstable. The intellectual differences must at some point reemerge.

The U.S. Embassy in Moscow has warned U.S. citizens to leave Russia. This might be just what the embassy says it is for the reasons the embassy says they are.[2] But it’s very much the kind of warning that gets my attention, especially when Russia is suspected of sabotaging natural gas pipelines supplying the rest of Europe and European ministers are promising to make culprits pay,[3] especially when Russia is doubling down on nuclear threats and dismissing the possibility that the west would respond in kind,[4] and especially when it appears that Vladimir Putin’s not-so-partial mobilization is a complete fiasco,[5] leaving Putin with little alternative but a resort to nonconventional weapons, including the nuclear sort I have worried about all along.[6] Yeah, about those hairs on the back of my neck . . .

Now, with the election only 41 days away, the head of a conservative group airing anti-Shapiro ads is questioning Mastriano’s tactics, particularly his insistence on campaigning within an echo chamber of hard core supporters.

“We were opposed to Doug’s candidacy in the primary because we feared that he would not be able to connect with the independent and moderate Democrat voters that are necessary for Republicans to win in Pennsylvania,” said Matt Brouillette, the head of Commonwealth Partners, a pro-business group whose PAC is running the ads criticizing Shapiro.

“Unfortunately, six weeks from the election,” Brouillette said Tuesday, “I haven’t seen anything to suggest we were inaccurate in our assessment.”[7]

A decade ago, Pennsylvania Democrats outnumbered Republicans by one million registered voters, or about 13 percentage points. This year it’s down to 540,000, about six percentage points.[8]

Vladimir Putin may be near the end of his reign, but that end is unlikely to be today

It is time for me to confess an error. While I have viewed white Christian nationalism, formerly Trumpism, a unification of the disparate tendencies of conservatism I identified in my dissertation with quite some alarm,[1] I have paid somewhat less attention to a larger political ecosystem which includes European far right movements as well as the Gilead project in the U.S. that have aimed for, and in some cases, established competitive authoritarian regimes, effectively locking out all opposition from power. While a number of authors have given this development its due, Ishaan Tharoor has been outstanding.[2]

This page is my attempt to catch up. It is missing much, particularly with Marine Le Pen in France, but I hope to remedy this over time. It is not that I had not heard of the rise of these political parties and their politicians. I have long been aware of Germany’s efforts to expunge extremism and especially Nazism. But I have been in denial, trusting that mainstream politicians would confine extremism to the fringes. That hope is no longer tenable.[3]

It is also possible to argue that I continue to err in failing to include such figures as Recep Tayyip Erdoğan in Turkey, Jair Bolsonaro in Brazil, Narendra Modi in India, and the now-retired Rodrigo Duterte in the Philippines. My time is limited and I am trying to contain my scope.

I remain optimistic for now about the situation in the U.S. I think Republicans may well be headed for a historic defeat this November.[4] But such a moment clearly has yet to arrive in Europe,[5] even if Giorgia Meloni’s victory in Italy may not quite be all it appears[6] and Le Pen came up short in France.[7] While Vladimir Putin may be losing his gamble in U.S. politics, he may be winning it in Europe and so I remain deeply concerned for Ukraine.[8]

“You do not have to have emergency powers or a military coup for democracy to wither,” Aziz Huq, a constitutional-law professor at the University of Chicago, told me [Andrew Marantz]. “Most recent cases of backsliding, Hungary being a classic example, have occurred through legal means.” [Viktor] Orbán runs for reëlection every four years. In theory, there is a chance that he could lose. In practice, he has so thoroughly rigged the system that his grip on power is virtually assured. The political-science term for this is “competitive authoritarianism.” Most scholarly books about democratic backsliding (“The New Despotism,” “Democracy Rules,” “How Democracies Die”) cite Hungary, along with Brazil and Turkey, as countries that were consolidated democracies, for a while, before they started turning back the clock.[9]

Perry Bacon, Jr., does not address[11] that when the response rate, which should be ninety percent of a representative sample or more,[12] is instead in the single digits,[13] pollsters have a self-selecting sample that cannot represent non-respondents, particularly when, due to non-response, we have no idea, none whatsoever, how members of that self-selecting sample differ from all those non-respondents. This completely invalidates the methodology and I don’t care what rhetoric pollsters deploy to excuse themselves—the claim that polling works regardless[14] is belied by all the instances in which it doesn’t[15]—or what statistical magic they think they can employ to get around this problem—an absence of data remains an absence of data. This is a non-methodology that persists because we are desperate for an imaginary certainty of numbers,[16] and because people have built entire careers around this non-methodology.

No one addresses this point. Because to do so would be to admit that they are fundamentally full of shit.

Anatol Lieven and the Quincy Institute for Responsible Statecraft were wrong to favor Ukrainian capitulation to Russia in January.[18]

That said, it is interesting that Lieven thinks Vladimir Putin’s regime may be at an end. What he now wants is to save face for a successor regime by giving them something they can paint as victory.[19] I’m not fond of solving Russian political problems at Ukraine’s further expense: Ukraine has already paid a very high price.

There’s good reason to suspect that Putin may not long remain in power,[20] and there certainly is public unrest and an awful lot of draft resistance,[21] but frankly, I expect to see a lot more heat and smoke before Putin goes down. Lieven’s argument here is that this is not what happened when Boris Yeltsin capitulated to Putin,[22] but Putin is not Yeltsin, not by any stretch.

Lieven’s Quincy Institute misjudged Ukraine’s prospects at the beginning of the war.[23] I honestly have no idea why we should trust their judgment now.

It seems it isn’t just Russia that can rattle a nuclear sabre:[1]

We have communicated directly, privately and at very high levels to the Kremlin that any use of nuclear weapons will be met with catastrophic consequences for Russia, that the US and our allies will respond decisively, and we have been clear and specific about what that will entail.[2]

But with extreme right-wing parties’ electoral gains in Sweden and Italy,[3] Vladimir Putin’s gamble that western conservatives would undermine support for Ukraine[4] may be about to pay off. At least some Republicans in the U.S. would cut aid to Ukraine[5] but with Donald Trump’s legal troubles undermining Republicans’ formerly rosy electoral prospects,[6] I’m now skeptical they’ll get the chance.[7] The balance of power in Europe, however, may be swinging against Ukraine.[8]

What’s catching my eye here is not so much that there is a QAnon splinter group in tension with Donald Trump’s team but rather that Trump himself seems to be drifting ever further into indisputable lunacy.[9]

Rumors may be and likely are too good to be true

Rumors are flying on Twitter. So far as I know, there is no coup in progress against Chinese leader Xi Jinping and, also so far as I know, Vladimir Putin has not left the Kremlin to avoid protests against his latest moves on Ukraine.

If the latter rumor were true, it would more likely signal that the undoubtedly well-secured Kremlin was no longer secure for Putin, strongly hinting at a coup d’etat. This, in my mind, is more plausible than the China rumor, but not sufficiently plausible that I believe it.

It’s more than a little odd that these rumors even reached me so it’s possible I’m inadequately informed. But so far, I’m seeing nothing on them from sources I trust.

I’m mostly in Allegheny County, but further updating an earlier blog post, I was in Westmoreland County, mostly around Greensburg and Latrobe, nearly all afternoon Saturday. Yard signs and flags supporting Donald Trump can still be found, but have become rare, albeit not as rare as Confederate flags. On recent trips through Beaver and Washington Counties, I’ve seen much the same.

Yet another migration crisis as potential Russian soldiers flee Vladimir Putin’s conscription

Der Spiegel has a long read on Vladimir Putin’s mobilization of troops—which will make little or no difference in the short term—from a perspective inside Russia and among Russians, some of whom are fleeing the country to avoid conscription, a conscription that seems likely to call up many more young men, not just experienced soldiers, than Putin claimed.[2] You won’t find a lot that you haven’t seen before, but there’s some, and it’s a damn fine article. Set aside some time to read it, but do read it.

Meanwhile, European countries are debating whether to admit those potential soldiers fleeing Putin’s conscription. Baltic countries are tut-tutting about “civic duty,” that is, a “civic duty” to go to war against Ukraine, even as the French more correctly observe that admitting the men would undermine Putin’s war effort. The queues at Russian border crossings are often over twenty-four hours long as those waiting fear Putin will close the borders. It has the look of another migration crisis: Some European countries have already felt besieged by mass migrations from Syria, Afghanistan, and Ukraine. And now, Russia. They’re slamming the doors shut.[3]

Meghan Markle is another example of a high-profile woman targeted with racist abuse, misogynist attacks and conspiracy theories on social media platforms. The truth is that platforms are safer for abusers than the women users, and that has to change.[6]

“An aircraft when sufficiently high enough can fly safely above a hurricane as long as they avoid the individual thunderstorms that sometimes are adjacent to the hurricane,” a spokesman for the Professional Pilots Association, a nonprofit group through which pilots discuss safety, told The Washington Post.

Still, such conditions nearby would probably not make for a pleasant flight, said Randy Bass, a certified consulting meteorologist who runs Bass Weather Services.

“I wouldn’t have wanted to be on that flight,” Bass said.[2]

The flight landed safely in Newark.[3] But trusting capitalists with this kind of stunt is just not my thing. I’ll be keeping my wheels on the ground, thank you very much.

When the General Assembly of the United Nations voted to condemn the invasion shortly after it started, 35 countries abstained. It wasn’t just China and fellow dictatorships such as Cuba and Nicaragua, but also India, South Africa and Senegal. Others, including Ethiopia and Morocco, didn’t vote at all.[4]

I see the United Nations as largely irrelevant. The only body with actual authority is the U.N. Security council, where five permanent members, including Russia, hold a veto. But U.N. Secretary General António Guterres has now condemned Russia’s nuclear threats.[5]

“I’m also deeply concerned by reports of plans to organise so-called referenda in areas of Ukraine that are not currently under government control,” [United Nations Secretary General António Guterres] said. “Any annexation of a state’s territory by another state resulting from a threat or use of force is a violation of the UN charter and of international law.”

Russia was widely condemned at Thursday’s security council meeting chaired by the French foreign minister, Catherine Colonna.

China’s foreign minister, Wang Yi, repeated Beijing’s line that the UN charter and territorial integrity must be supported, without directly criticising Russia, which is an ally. Wang did not, however, offer Moscow any rhetorical support in a carefully worded address.[6]

It is starting to look like the lesson here may be that if you are against the United States and you are an imperialist, you need to succeed quickly. Opposition to Russia’s war was, at best, lukewarm in parts of the world that long suffered U.S. and European colonization.[7] Now that Russia is failing, countries seem to be jumping on a bandwagon with more strident opposition. Are they cynical hypocrites? Of course they are. Is this a criticism of our system of social organization? Of course it is.

As to those nuclear threats,

The Biden administration generally has decided to keep warnings [sent for several months] about the [grave] consequences of a nuclear strike deliberately vague, so the Kremlin worries about how Washington might respond, the officials said, speaking on the condition of anonymity to describe sensitive deliberations.

The attempt by the White House to cultivate what’s known in the nuclear deterrence world as “strategic ambiguity” comes as Russia continues to escalate its rhetoric about possible nuclear weapons use amid a domestic mobilization aimed at stanching Russian military losses in eastern Ukraine.[8]

I think strategic ambiguity has limits. I think the recipients of ‘strategically ambiguous’ messages can generally assume that they threaten a minimum, not a maximum response. It is true that they can’t be sure. But the assumption will hold in a vast majority of cases and finds support in this:

The Biden administration would face a crisis if Russia were to use a small nuclear weapon in Ukraine, which isn’t a U.S. treaty ally. Any direct military U.S. response against Russia would risk the possibility of a wider war between nuclear-armed superpowers — the avoidance of which the Biden administration has made its No. 1 priority in all of its Ukraine policymaking.[9]

The real threat here is the very thing that Joe Biden has made plain he seeks to avoid, which I think fatally undermines this strategic ambiguity.

I’ve been thinking recently that Donald Trump is done politically and, indeed, that seems to be becoming a prevailing view.[10] But there’s still this relationship he has with his true believers, that Tina Nguyen touches on,[11] that I still see evidence of in a vastly diminished but still non-zero number of Trump yard signs around southwestern Pennsylvania.[12] There are still rabid right wing militia groups[13] and their loosely aligned gun nuts. There are still police white supremacist gangs and white supremacists in the military. There is still white Christian nationalism and, certainly not to be forgotten, a white Christian nationalist Supreme Court.[14]

Gilead may now only be a dream, but it is still a dream. It is a figurehead, a unifying figure for white Christian nationalism that is going down, not all the rest of the scary stuff. We do not know yet what will happen to or with this rest of it. The only thing I can say with confidence here is that this rest of it is not going away.

Interesting times

It’s all really rather astonishing about now. I think y’all know I try to keep a grasp on the bigger picture with, well, just about everything. But this is weird.

I don’t think we’ve seen upheaval of this magnitude since the counterculture, antiwar, and liberation movements of the 1960s and early 1970s. The situation is completely different; I invoke that era only for the scale of upheaval, not for any analogy.

I am wondering how all this plays out.
